As people live longer, more families are likely to face years \u2014 rather than months \u2014 of caregiving for ageing parents, grandparents and spouses.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">For many Singaporean families, this means caregiving is becoming part of financial planning.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">It may involve an adult child helping an elderly parent with daily activities, a spouse caring for a partner after a stroke, siblings sharing caregiving responsibilities, or a family hiring a migrant domestic worker to provide support at home.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">And the financial consequences can be significant.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Singapore has been strengthening its long-term-care system to prepare for this reality. From <\/span><b>CareShield Life<\/b><span style=\"font-weight: 400;\"> to the <\/span><b>Home Caregiving Grant<\/b><span style=\"font-weight: 400;\">, caregiver training and subsidised home-care services, there are now more layers of support available.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">But these schemes do not eliminate the cost of ageing.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">They are designed to help families manage it.<\/span><\/p><h2 style=\"text-align: left;\"><span style=\"color: #4d0aa4;\">Singapore\u2019s ageing population is changing the caregiving equation<\/span><\/h2><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Singapore has made significant progress in helping people live longer. But longevity also creates another financial challenge: people may spend more years requiring assistance with daily living.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">This is particularly important because ageing does not necessarily mean becoming severely disabled immediately.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">A senior may first need help with shopping, meals, transportation or household tasks. Later, they may require assistance with bathing, dressing, toileting, eating or moving around.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Eventually, some may require round-the-clock supervision or professional care.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">This creates a spectrum of caregiving needs.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">The Government&#8217;s approach increasingly recognises that seniors should be supported to <\/span><b>age in place<\/b><span style=\"font-weight: 400;\">, allowing them to remain in their homes and communities for as long as possible. Age Well SG, for example, is designed to help seniors remain active, socially connected and cared for within their communities.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">For families, however, ageing in place can also mean that more caregiving happens inside the household.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">That is where the pressure begins.<\/span><\/p><h2 style=\"text-align: left;\"><span style=\"color: #4d0aa4;\">More families may become caregivers themselves<\/span><\/h2><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Caregiving is often treated as a family responsibility.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">But being a caregiver is not simply about spending time with an elderly parent.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">It can mean accompanying them to medical appointments, managing medication, preparing meals, helping them bathe, assisting them when they walk, monitoring their condition and dealing with emergencies.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">There is also an emotional responsibility.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">An adult child may have a full-time job, young children and a mortgage while simultaneously worrying about an ageing parent.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">In some families, siblings may take turns.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">In others, one child becomes the primary caregiver.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">And sometimes the family eventually decides that professional assistance is necessary.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Singapore&#8217;s Ministry of Social and Family Development has highlighted the significant responsibilities caregivers carry. A 2026 Family Trends Report also found that caregivers wanted more support from their families compared with non-caregivers, even though caregivers and non-caregivers reported similar levels of happiness with their family relationships.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">That distinction matters.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">A family can love and support one another while still finding caregiving exhausting.<\/span><\/p><h2 style=\"text-align: left;\"><span style=\"color: #4d0aa4;\">The hidden cost of caring for an elderly parent<\/span><\/h2><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">The cost of eldercare is not limited to nursing-home bills.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">There are many smaller expenses that accumulate over time.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Families may need to pay for:<\/span><\/p><ul style=\"text-align: left;\"><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Home-care services<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Medical equipment<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Mobility aids<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Adult diapers and healthcare supplies<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Transport to medical appointments<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Therapy and rehabilitation<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Medication<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Home modifications<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Professional caregivers<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A migrant domestic worker<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Respite care<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Day-care services for seniors<\/span><\/li><\/ul><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">There can also be an indirect cost.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">A family member may reduce working hours or turn down career opportunities to provide care.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">That can affect household income and retirement savings.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">This is why long-term-care planning should not begin only after a parent becomes severely disabled.<\/span><\/p><h2 style=\"text-align: left;\"><span style=\"color: #4d0aa4;\">Where CareShield Life comes in<\/span><\/h2><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">One of Singapore&#8217;s most important long-term-care mechanisms is <\/span><b>CareShield Life<\/b><span style=\"font-weight: 400;\">.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">CareShield Life is a national long-term-care insurance scheme that provides financial support if an insured person develops a severe disability and requires prolonged personal and medical care.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">The key point is that CareShield Life is designed to provide <\/span><b>monthly cash payouts for life<\/b><span style=\"font-weight: 400;\">, rather than paying for a specific nursing home or caregiver directly.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">For 2026, the CareShield Life monthly payout starts at <\/span><b>$689<\/b><span style=\"font-weight: 400;\"> for new successful claims, with payouts increasing annually before a successful claim or until age 67, whichever comes first. The Government has also announced that payout growth will be increased from 2% to 4% annually from 2026 to 2030.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">That is a significant improvement from the older ElderShield structure.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">But it is important to understand what CareShield Life is \u2014 and what it is not.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">It is <\/span><b>not designed to cover every caregiving expense<\/b><span style=\"font-weight: 400;\">.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">It is basic long-term-care insurance intended primarily for severe disability.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">The Government&#8217;s 2025 review reaffirmed this focus. People with milder levels of disability will continue to receive support through subsidies and grants, while individuals who want additional insurance protection can consider CareShield Life Supplements.<\/span><\/p><h2 style=\"text-align: left;\"><span style=\"color: #4d0aa4;\">What happened to ElderShield?<\/span><\/h2><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Some Singaporeans still have <\/span><b>ElderShield<\/b><span style=\"font-weight: 400;\">, particularly those from older cohorts.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">ElderShield was introduced in 2002 and is no longer open for new applications.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Depending on the plan, ElderShield provides either $300 per month for up to 60 months or $400 per month for up to 72 months after severe disability.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">This highlights one important difference between generations.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Older Singaporeans may have ElderShield, while younger Singaporeans are generally covered under CareShield Life.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Families should therefore check exactly which scheme an elderly parent is covered under rather than assuming everyone has the same benefits.<\/span><\/p><h2 style=\"text-align: left;\"><span style=\"color: #4d0aa4;\">The Home Caregiving Grant is becoming more important<\/span><\/h2><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">CareShield Life is only one layer.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Another major change for families came with the enhancement of the <\/span><b>Home Caregiving Grant (HCG)<\/b><span style=\"font-weight: 400;\">.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">From April 2026, eligible families can receive <\/span><b>up to $600 per month<\/b><span style=\"font-weight: 400;\">, increased from the previous maximum of $400.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">The grant is intended to help families manage the cost of caring for seniors or persons with disabilities at home. It can be used for caregiving needs such as hiring a helper, paying for home-care services or purchasing healthcare items.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">The eligibility criteria have also been broadened.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">For example, the current HCG criteria include a monthly household income per person of up to <\/span><b>$4,800<\/b><span style=\"font-weight: 400;\">, or an annual value of property below $21,000 if there is no household income, subject to the scheme&#8217;s other requirements.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">This matters because caregiving does not affect only low-income households.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Middle-income families can also experience financial pressure when an elderly parent requires long-term care.<\/span><\/p><h2 style=\"text-align: left;\"><span style=\"color: #4d0aa4;\">Long-term-care subsidies are also being expanded<\/span><\/h2><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Singapore is taking a broader approach beyond insurance.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">From July 2026, enhanced subsidies for long-term-care services are being implemented, with subsidies going up to <\/span><b>80% for nursing-home services and 95% for home and community care services<\/b><span style=\"font-weight: 400;\">, while eligibility is being expanded to cover more households.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">This is important because the future of eldercare is unlikely to be based entirely on nursing homes.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">The policy direction is increasingly toward supporting seniors in the community, with home care, day care, rehabilitation, respite care and other community services forming part of the care ecosystem.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">In other words, Singapore is trying to make it more financially sustainable for families to care for elderly loved ones without necessarily moving them into institutional care immediately.<\/span><\/p><h2 style=\"text-align: left;\"><span style=\"color: #4d0aa4;\">The rise of migrant domestic workers<\/span><\/h2><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">For many Singaporean families, another part of the caregiving solution is the migrant domestic worker.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">MDWs can become an important source of assistance when an elderly family member needs help with daily activities at home.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">However, hiring a helper does not automatically solve every caregiving problem.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Caregiving can be physically and emotionally demanding, and families must make sure their helpers are properly supported and trained.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">The Ministry of Manpower specifically advises employers to pay attention to the well-being of MDWs involved in eldercare, including allowing adequate rest and recognising signs of stress and burnout.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Language can also become important.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">In January 2026, MOM highlighted the importance of language skills for caregivers, particularly MDWs caring for elderly family members. Employers and MDWs can access conversational language courses, including Hokkien and Cantonese options.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">This is a reminder that eldercare is not simply about having another person in the house.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">The quality of care matters.<\/span><\/p><h2 style=\"text-align: left;\"><span style=\"color: #4d0aa4;\">Caregivers need training too<\/span><\/h2><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">One of the most overlooked aspects of eldercare is that family members often become caregivers without any formal preparation.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">They may suddenly find themselves responsible for transferring someone from a bed to a wheelchair, assisting with bathing, managing dementia-related behaviours or recognising changes in a senior&#8217;s condition.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Singapore has responded by expanding caregiver training.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">The <\/span><b>Caregivers Training Grant (CTG)<\/b><span style=\"font-weight: 400;\"> helps make approved caregiving courses more affordable, with courses available online, from home or in classrooms.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">AIC also provides caregiver resources covering care options, financial assistance, respite services and emotional support.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">This is important because better-trained caregivers may not only provide better care \u2014 they may also reduce preventable stress and injuries within the household.<\/span><\/p><h2 style=\"text-align: left;\"><span style=\"color: #4d0aa4;\">Caregiver burnout is a financial issue too<\/span><\/h2><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">When people talk about financial planning, they often calculate retirement income.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">But caregiving should be part of that calculation.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Imagine someone in their 50s caring for an elderly parent while simultaneously preparing for their own retirement.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">If caregiving forces them to reduce working hours, retire earlier or spend heavily on professional care, their own retirement plan can be affected.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">This creates a potential cycle.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">A person may use their savings to care for their parents, only to discover years later that they have less money available for their own retirement.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">That is why long-term-care planning should ideally involve <\/span><b>three generations<\/b><span style=\"font-weight: 400;\">.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Parents should understand their own coverage.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Adult children should understand what support their parents have.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">And younger family members should understand that they may eventually face caregiving responsibilities themselves.<\/span><\/p><h2 style=\"text-align: left;\"><span style=\"color: #4d0aa4;\">CareShield Life should be viewed as one layer \u2014 not the entire plan<\/span><\/h2><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">This is perhaps the most important financial lesson.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Having CareShield Life does not mean a family is fully protected against the cost of ageing.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Think of long-term-care planning as several layers.<\/span><\/p><p style=\"text-align: left;\"><b>First: Government support.<\/b><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">This includes CareShield Life, ElderShield for eligible older policyholders, Home Caregiving Grant, long-term-care subsidies and other assistance schemes.<\/span><\/p><p style=\"text-align: left;\"><b>Second: Personal savings.<\/b><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">CPF and cash savings can provide flexibility when actual caregiving expenses exceed government support.<\/span><\/p><p style=\"text-align: left;\"><b>Third: Insurance.<\/b><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">CareShield Life Supplements can provide additional coverage for people who want higher benefits or broader protection.<\/span><\/p><p style=\"text-align: left;\"><b>Fourth: Family and community support.<\/b><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">This includes family members, professional caregivers, home-care services, day-care services and respite care.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">No single layer is expected to carry the entire burden.<\/span><\/p><h2 style=\"text-align: left;\"><span style=\"color: #4d0aa4;\">The real question is not \u201cWill my parents need care?\u201d<\/span><\/h2><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">It is difficult to predict exactly when someone will become dependent on others.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">But with Singapore becoming a super-aged society, it is increasingly reasonable for families to assume that <\/span><b>some form of caregiving may become part of their financial future<\/b><span style=\"font-weight: 400;\">.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">The question then becomes:<\/span><\/p><p style=\"text-align: left;\"><b>How much care might be needed, who will provide it, and how will we pay for it?<\/b><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">A family might decide that an elderly parent should remain at home.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Another may eventually choose a nursing home.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Some may rely on a spouse and children.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">Others may hire an MDW and supplement that support with professional home-care services.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">There is no single correct answer.<\/span><\/p><p style=\"text-align: left;\"><span style=\"font-weight: 400;\">What matters is having a plan before a crisis forces the family to make one.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element
